SEM or SEO? SEM is Pay per Click (e.g. Google Adwords) and SEO is to improve on your organic (free) ranking in Search Engines.

I recommend to check the SEO and/or SEM Buyers Guide from MarketingSherpa (if you are a US advertiser). They are not cheap but worth the investment (I own them myself).

If you have some time and interest in controlling your SEO, you can do-it-yourself for way less. It’s fun to learn about it and do it for your own site in many ways. We’ve created some tools for doing do-it-yourself SEO:

Otherwise I would go to a list like what SEOmoz or Stuntdubl keeps for recommended SEO sources. These are two SEOs that have some of the highest traffic and following in SEO.

I strongly recommend buying Jill Whalen’s “Nitty Gritty of Writing for the Search Engines.” It’s about $50 but worth every cent. Also, check out and for a lot of free and paid information. If it’s SEM you’re needing, at the very least, find someone who’s passed the Yahoo and Google exams. There are no guarantees when hiring an SEO that they’ll get you to the top so be careful with how much you spend on them.
